Authorities have reopened two major Southern California highways that were closed because of ice and snow, stranding hundreds of motorists overnight. The California Highway Patrol says traffic is moving again in northbound lanes of Interstate 5 north of Los Angeles. The southbound side was reopened a few hours earlier at the Grapevine. Smoke billowed from the Popocatepetl volcano in Puebla, Mexico, on February 16, as the government warned people not to approach the volcano due to the risk of falling fragments. The growing realization that extreme weather events are going to become more common due to global warming is forcing South Carolina officials to reevaluate how they prepare for natural disasters. Republican Gov. Henry McMaster created the South Carolina Floodwater Commission Late last year. The commission's goal is to figure out how to better combat flooding unleashed by hurricanes, rising ocean levels and other rain systems upstream that send rivers and creeks over their banks.

A multiple-vehicle crash near Donner Pass on Saturday morning stopped eastbound traffic on I-80 heading towards Truckee.
